Det/Crit actually depends on what class you're playing and what you're actually doing.

IE: Det/crit on Monk. The crit is basically...meh-ish on Monk since it doesn't benefit as much as Determination. If you're raiding, you might just go Det/acc/SS.
Crit/Det on a Bard is pretty good since the job weight stats for Crit and Det are pretty similar.

How do I know how much to put in though for exp
Do I put 17 materia I then 17 materia II and so on?

Depends on the stat cap. Crit for example will cap at 44, so if you wanna go for that, you will put 11 of each grade Materia on it.
