Hope they'll add a way of backing out and forfeiting if you happen to be in a game when a duty pops, but yeah if you're in a pf you should have some idea of when your leader is trying to que and enough courtesy to not be playing cards when that happens. (though of course if the party leader decides to just ninja que without a ready check or any kind of warning then they probably need to sit out a 30min lockout or two in order to learn how to communicate better with the rest of the party.)

IMO if you join a party finder for farming light, you should assume a re-queue as soon as you exit the instance unless someone says otherwise (restroom break, need a drink, etc). Even then, you shouldn't get yourself tied up in something that you can't escape from very easily. It's rude to the other 7 people in your party.
