Why are there regional rules when playing other players?

Is it not possible to play other players based purely on skill instead if sudden death where you have to play with the cards that were under your control after a draw? I've lost more games than winning because of this. Is sudden death a permanent regional rule for TT PvP, or does it change? Gold Saucer regional rules are always none, yet today I'm playing people at GS and there's regional rules in place, while NPCs are none for regional rules at GS.

There shouldn't be regional rules when playing another player. I thought regional rules was tied to zone and an NPC thing. It doesn't make sense for players to have a regional rule because the challenger chooses the rules.

I avoided playing other players until I got to 30 cards for first deck upgrade, and was under the impression the challenger chooses the rules, not the challenger chooses the rules plus a non-chosen random regional rule for the day.

Actually, Gold Saucer Regional Rules are always "All Open". Being able to see the other players cards is not default. Regional Rules are there to add a bit more diversity to games because you can only add 2 rules but there can be a total of 4 rules active.

I like the concept of regional rules, and the fact that they keep changing (Gold Saucer has Chaos for us today, which kind of sucks, but hey). It adds a bit of diversity, chaos and, for me at least, fun in matches that would otherwise be stale and just the same thing over and over and over and..

With that said, I wouldn't be opposed to a small area somewhere which had no regional rules for those that don't want them.
