I'm pretty sure I saw somewhere that the Relic will continue in patch 3.1. So there won't be a next step when Heavensward launches, but it will continue in the first update patch. Whether it's a continuation of the current relic or a new one from scratch is another issue. But when you get your Zeta it does tell you that the Zodiac Saga is over.
