Id say hire better better/ authentic brittish people.
The fake english is glaringly obvious and grating to my ears
But the latest batch like moenbryda, eymeric are pretty good in comparison to the others

I'd vote voice acting.
I mean, it's pretty terrible at points, but that just makes me laugh and adds to the experience for me.
Clearly motion capture, the voice acting so far being plain bad, unfortunately. I usually end up turning the voices off all together. (The Japanese version might be the only one not cringeworthy, and I don't really speak japanese.)

I'd go for a bit of both. Split the budget
Where mo-cap makes sense for expressing something use it. If voice acting can add a bit extra to it add it. But yeah there hav been certain instances where neither were really needed to convey the feelings in any way what-so-ever(post titan story comes to mind).
