Do you feel it's ultimately the responsibility of the developers to load balance the servers properly, or the responsibility of the players who are paying the developers a monthly subscription service fee? Just curious.

Responsibility of the players to choose an average full server instead of an extreme full server.
All what the devs can do and currently do is to lock Balmung for new characters

So, long-time Balmung residents were supposed to know what their server population would be like in the future? And new players are all expected to research the current population of every server when first joining the game?
