Hyperion Status and Making a character

A Friend wants to make a character on Hyperion.

It says it is ok to make one. But when he tries to make one he gets an error that he is not allowed to make a character on hyperion.

Anyone got an idea?

I suspect something is weird with that list. It claims Balmung is open.

Try early like around 7 am cst on a weekday. My friend suceed after a fry days of trying.

right after a maintenance is a good time to try. that's maintenance not a patch.

That page only updates at specific times, unfortunately. If a server fills back up again you won't see it reflected in the list until the next scheduled time.

That page only shows the status of the servers at 3:00 a.m./ 7:00 a.m./ 0:00 p.m./ 5:00 p.m./ 10:00 p.m. (PST) - a snapshot at those times

Server opening and closing is dynamic, can change every few minutes

I've had to deal with this exact problem getting my friends onto Hyperion. Something I've noticed is that if I'm in-game and getting a bunch of whispers from gil sellers, it's a pretty good sign the server is open.
