How are they Exclusive? They are old rehashed NPC weapons. Heartless, for example, is Lamia adds staff from T7.

The weapons are just the models of weapons used by NPCs and/or monsters. Currently the books and axes used by NPCs and monsters are the same ones used by the player character. It's not that they forgot, it's just how it is. I'm sure more weapons will be added if unique book and axe models show up on monsters.

It would be nice to have some Gold Saucer weapon for my ACN/SMN/SCH set though, even if it's exclusively made and not a mob's weapon.

But the lack of "bad guy" Arcanists was quite staggering. To the point where when 3.0 came out and there was that fight that had an NPC Arcanist, I was just like "holy crap I suffered BIO???" and it took me hours to get to grips that there was, finally, such a thing as an NPC Arcanist XD No Carbuncle though. I feel like Arcanists are seriously under-represented in the NPC community :3
