[dev1026] Changes to Claiming and Engaging Enemies

if you wanna pay for PL it's a your problem. Also, in almost every game there's a way to PL, so people PL. FFXI had a claiming sistem when nobody could touch the mob after been claimed, and PL existed. People will figure out a method to PL if they have the choise, not much to argue.
Btw, stating PL will be possible, don't mean it's required to exp

And also, it's still better of legalized RMT made in blizzard *coff coff*

Yep i did alot of PL parties in FFXI with a character selling player that would have me set up the parties for free PLing lol and then met a friend who SMN burned so i did that alot and then abyssea lol thats when i quit. it was there in FFXI so all it is now with this new claim system is just easier. I look foward to the new system and what they do with it.
