[dev1026] Changes to Claiming and Engaging Enemies

i used to get power leveled by both friends and other people friends once in a while in FFXI. i coudnt wait to get out of valkurm dunes.
brand new players most likely wont be getting much PL help due to not knowing many people and the ones that already have ingame friends will only get PLed so much because their friends have stuff to do and places to be.
powerleveling exists very much in FFXI, WoW and Rift and yet it never hurt the grouping aspect of any of those games AT ALL.
what is everyone all in an uproar about?
im not sure how the no claiming system will work but the powerleveling issue is basically a non issue to me.
it just doesnt happen that often in any MMO because high level players have things to do.
