the way it is worded in the introduction of the jumbo cackpot, makes it sound as if once the numbers are announced the first one with a full matching numbers win the jackpot while those who are later to it will only get a smaller...

There is no indication of this in game, at all, anywhere. I really think you just made that up... From the patch notes (emphasis mine):

When the winning number is drawn, in order from the last digit to the first, the more matching numbers you have, the greater the prize you’ll receive. After the drawing, you will have one week (Earth time) to claim your prize. After this one-week period ends, you will be unable to claim MGP or prizes. In addition to your other winnings, you will receive the Early Bird Bonus if you claim your prize within one hour (Earth time) of the Jumbo Cactpot drawing.

The odds for the cactpot are crazy good, btw. Expected return value on a ticket is a fair bit more than the price of the ticket. I forget the current specific numbers though so I can't calculate it, but will later.
