The thing is people don't like the responsibility of Tanking because you're basically the party leader. You're the first into the fire if everything's going right. And you're the first to be blamed if things go wrong (even if it's objectively not your fault). The playerbase needs some fixing if people are going to be okay with the idea of tanking for random people who could turn out to be massive jerks..
Do other class's like Bard or Dragoon have the ability to pull and transfer the agro to the tank? I recall hunters being able to do that in WoW and it often was the hunters job to pull trash mobs and mini-bosses (and some bosses).
