Chocobo Racing an learning technique

So I was wondering after having seen the price of the chocobo tech we can buy at the merchant, looking at the price who is pretty hight (15K for the lowest and 60K for the hightest !) is it consumed when used to have you chocobo learn something ? or we can reuse it for another chocobo ?

i THINK its a semi-permanent ability, you can use as much as you want but if you want a new one you can buy an item that makes them forget it so they can then learn a different ability
