    Something may be impeding traffic to the mirror...could be a routing policy set by your ISP or their partner erroneously flagging it as P2P traffic or something.

    Open Resource Monitor (resmon in the run/search box)) and look for the IP addresses being used by the launcher. You should see several listed...the ones starting with 124.150.xxx.xxx will be used shortly at the start of the download, but should eventually drop once the download gets going well from the mirror/cached server. The one address that stays connected and in use by the launcher is the mirror server you are downloading from. This is the one you need to contact your ISP about--you may need to get Tier3 support involved though, which will require you pushing for escalation.

    In my case, I am using a server on my ISP's own network (107.14.34.66, RR/TWC segment), and it is pulling at a steady ~14Mbps on average. Oh, and that is at 6:24PM, Eastern time. So it isn't some odd time...lots of people coming home and getting on the internet and such. Even have a stream going to a Roku downstairs over the wifi and it is still pulling in the higher transfer rate.
