    hmm whats the diff?
    Prelim (preliminary) patch notes would be incomplete patch notes you get before the patch gets released, whereas patch notes would be the complete thing that is supposed to list all intended changes.

    is there a reason why you would need prelim at all? i mean its not like the server comes up between prelim and full patch notes so someone can play the market or something

    Prelim patch notes usual show up over the weekend, and they are good for building hype. Except for a mistake during 2.3s prelim patch notes, new items are not listed.
