There will be a patchnote reading by Yoshi-P in 3 hours.
So we will have the patchnote between 1 and 3 hours.

They generally don't release patch notes for these sort of patches. You MIGHT get some sort of patch notes, don't bet on it though.

Every patch has its patch notes. Prelim patch notes are another matter though.

Prelim (preliminary) patch notes would be incomplete patch notes you get before the patch gets released, whereas patch notes would be the complete thing that is supposed to list all intended changes.

is there a reason why you would need prelim at all? i mean its not like the server comes up between prelim and full patch notes so someone can play the market or something

prelim patch notes tell us whats coming,

actual patch notes have recipes and more revealing stuff in them (basically they hold back all the stuff that can effect the economy in game)
