Setting out your eaction bar

Simple question, but how do you switch between the bars in combat? If I'm displaying Bar 1 how would I switch to bar 2? Is there some key combination like Alt1 Alt2. (I think those are for macros)

With a keyboard, use the up and down arrow keys while locked onto a target.
