Endless Spamming still not dealt with by SE

They should probably make it so that combat abilities are greyed out in sanctuary zones. How hard can that be?

I see you are having trouble with..someone..being noisy! Hopefully we can fix that..no I can never stop training.Here are some things you can do to disable noise and battle effects from players only out of your party.
What you will want to do it is go into your 'system configuration' menu. Then you will want to find your sound settings. Find a slider designated to 'Other PCs' and set it to 0. Now people out of your party will be mysteriously muted. Neat! http://i.imgur.com/ned8MYJ.jpg
Next you will want to disable all those shiny particles and explosions people love to be noisy with. First you will want to go into character configuration.Then go into control settings and click the character tab. After some scrolling you will find an option labeled battle effects. Then you can find a bubble to click next to 'Show None' now those pesky hokage's in training..er..noisy people out of your party can't even show off their flashy moves. http://i.imgur.com/zlxLwpo.jpg

How to turn down battle sounds & visuals: Edited down due to character limits.

I've been doing this since launch. Not only does it cut out the sound effects of those irksome lolDRG spamming Ring of Thorns, but also, when you turn off the visuals of others battle effects it can also give you a slight improvement in the client's performance. And though I have a better video card, I still turn off the visual battle effects of other players, mostly so that I'm not blinded... because I find that I enjoy being able to see what the enemy is going to throw at me.

that would not stop people to be annoying. Unless SE turn off sound in sanctary places.

Considering there are FATEs that spawn in some Sanctuaries, such as Forgotten Springs, this would cause a more serious issue than it cures.
