I've been doing this since launch. Not only does it cut out the sound effects of those irksome lolDRG spamming Ring of Thorns, but also, when you turn off the visuals of others battle effects it can also give you a slight improvement in the client's performance. And though I have a better video card, I still turn off the visual battle effects of other players, mostly so that I'm not blinded... because I find that I enjoy being able to see what the enemy is going to throw at me.
I LIKE the fence. I get 2 groups to laugh at then.
Filter your non-party player effects.
Or
Get a private house.
Or
Log off.

What you will want to do it is go into your 'system configuration' menu. Then you will want to find your sound settings. Find a slider designated to 'Other PCs' and set it to 0. Now people out of your party will be mysteriously muted. Neat! http://i.imgur.com/ned8MYJ.jpg
