Can not start Death of a Mailman.

I finished Of Siblings and Side-whiskers mail moogle quest, but when I want to start Death of a Mailman, the quest giver Deputy Postmoogle is not at his location in Limsa Lominsa Lower Decks. Is there another quest I have to do first to get that quest activated.
