You can, it won't allow you to transfer during peak hours.

No, you can transfer while it is closed. I did that when I moved servers, I did it at like 7pmCST and got it through to a locked server in less than 10 minutes. Start the process at the Mog Station, if your worried about it taking a long time, then complete it before bed incase it does take a bit longer than it should.

Bit ot but still not.. howbmuch can you carry over gil wise? I heard 1mil and 100k per retainer but cant find any official info from SE

Remember you can bring clear demis and allagan peices. Since they only have vendorable value. So then you could get some friends to get you some at vendor price. I have read that is how people get around cap.

Gil (1 million gil per character, 100 thousand gil per retainer)
* Please note that any gil exceeding the above limit will be lost.
* Depending on economic conditions, the amount of gil that may be transferred with a character may be subject to change.

- The following will not be transferred along with your character:
Friend lists
Blacklists
Linkshells
Free companies
* The World Transfer Service cannot be used for characters enlisted in a free company. Please make sure your character is not a member of a free company before using this service.
* Characters will be withdrawn from linkshells automatically.

You could also buy up stuff that's cheap on your world and sell high on new world. But you need a contact on the new world to sort out prices obviously.
I did that when I moved my legacy char over to my new server, made a couple million over what I had
