The only time that Foe Requiem shouldn't be played, or should be turned off, is when the tank is still grabbing groups for the pull

Actually a good tank will aggro them all properly while pulling already. Not one and then face pull the rest. Flash or overpower once is enough. Then the following can happen in no real order:

a) swiftcast stoneskin as needed
b) eye for eye as needed
c) even a regen can tick for a bit without issue
d) foe can be put up without worry

Problem is soo many tanks don't do that and just run and run until they come to rest.
