Endless Spamming still not dealt with by SE

Okay this player in Mor Dhona on Lamia Server has been spamming Ring of Thorns and Invigorate right by Aelina and Auriana for a week straight! Non-stop! He's obviously using a macro with tape on his controller or using some third party program. It's irritating some people on the server, especially if you're standing there doing business with one of the NPCs which is several dozen times per day. I have to keep turning my volume down everytime I come into Mor Dhona now. So annoying... A game session shouldn't last this long with someone AFK while spamming, but apparently nothing can be done. I guess if he plans on leaving his game on all year he'll set a record for most Ring of Thorns ever used. lol... but this is really annoying...

Of course, a GM told me he's not violating terms... frustrating.

He isn't violating any terms. It is an annoyance but SE can't ban someone for spamming an ability in a city, all you can do is add them to your blacklist.

Yeah! You go ahead and blacklist those job abilities. Also, I'm pretty sure something that you do that annoying everyone around you (more so if he is using a 3rd party program to do it non stop) is absolutely a reportable offense. Where did you learn that being annoying is not against the ToS?

That's nice. What about all of the other effects that people do want to hear? Just turn it on/off every time you enter town because of one guy? NO

If he is doing the ability over and over, simply report him every time you see him.
They DO notice these things, and they DO try to address them, but if he's doing it maliciously and is actually at his machine, he can continually argue with the GMs that he's not doing anything wrong.
However, continually reporting the same person WILL yield results.
There are no loitering laws in FFXIV, so you have to REALLY create a nuisance to actually be punished.
But here's the thing: they won't do anything about it if no one reports them. One person with one message saying "Soandso is spamming his abilities over and over!" is going to garner less attention than 5 reports saying "At 3 PM on February 22nd, 2015 in Mor Dhona next to Aelina on the Bananarama server, the player Soandso is continually spamming the abilities "Ring of Thorns" and "Invigorate" for an unknown purpose. When asked to stop, this player reacts in (insert reaction that isn't actually stopping)"

They should probably make it so that combat abilities are greyed out in sanctuary zones. How hard can that be?

I see you are having trouble with..someone..being noisy! Hopefully we can fix that..no I can never stop training.Here are some things you can do to disable noise and battle effects from players only out of your party.
What you will want to do it is go into your 'system configuration' menu. Then you will want to find your sound settings. Find a slider designated to 'Other PCs' and set it to 0. Now people out of your party will be mysteriously muted. Neat! http://i.imgur.com/ned8MYJ.jpg
Next you will want to disable all those shiny particles and explosions people love to be noisy with. First you will want to go into character configuration.Then go into control settings and click the character tab. After some scrolling you will find an option labeled battle effects. Then you can find a bubble to click next to 'Show None' now those pesky hokage's in training..er..noisy people out of your party can't even show off their flashy moves. http://i.imgur.com/zlxLwpo.jpg
