I personally think the problem is just a lack of variety. Three new dungeons always replace the old dungeons, and selecting from a pool of three will always leave a stale taste in your mouth when you're done.
I don't see any reason why Snowcloak, Sastasha Hard, and Qarn Hard aren't still Expert dungeons. It's not like they're easymode never wipe ever dungeons.
