If I see everyone selling stacks of 99 i sell in small quantities. If I see everyone selling in small quantities I sell large stacks at cheaper prices. It's surprising more people don't do this lol.

This is a silly request; what you should be asking is for retainers to be able to sell more than 20 items at a time, and then maybe players might opt to sell their items in reduced numbers.
Or ask for a player base that thinks of more creative ways to compete than decreasing the price of their product by 1 gil. For example, selling their product in convenient amounts so that the buyer spends more gil per unit but less gil on the total sale. Both parties win in this scenario.
If people want to sell in bulk, let them, when ever I get an item thats only being sold in bulk it just makes it easier for me to make a quick sale with single items and my retainer never get full.

I already do this not for myself, but because I know the feeling, and I empathize; however, people that need to move inventory fast are not going to do this no matter what you tell them, and so I made this suggestion.Or ask for a player base that thinks of more creative ways to compete than decreasing the price of their product by 1 gil. For example, selling their product in convenient amounts so that the buyer spends more gil per unit but less gil on the total sale. Both parties win in this scenario.

Should be an option to break stacks up or sell excusively as a full stack.
Recently Decided it was time to clear my retainers of all the junk they'd had and found that discovered that nothing was selling, yet the price history's had people buying often at much higher prices,
If I recall correctly 1.2 had a stack only check box where if I listed 99 of an item the buyer had to buy all 99 if that box was ticked, if it wasn't ticked a buyer could buy 1, 10 or any number they wanted..
so if I listed a stack of leather for example players could buy 1 or 2 or even the whole stack, then on other items like arrows you could set it so players had to buy the whole stack and not just buy 2 arrows from a stack of 999 or something.
I really think ARR should work the same way, this way players that want to offer reduced prices for full bulk only sales can do so, and players who wan't to sell on an individual price don't need to spend 20 minutes listing 20 items on a 1 by 1 basis.

If that kind of system was implemented, I could REALLY flood the market.
For example, right now I've got about 600 rose gold nuggets just from my usual gathering runs and not using them for anything.. Sometimes I'll unload them in bulk of 99 for a discounted price but if the system you mentioned is implemented I'll be able to put all of them out using only 6 retainer slots and pretty much dominate the market barring a strong competition (i.e. another person with hundreds of rose gold nuggets). That'll only make it harder for people to compete unless they have a crap ton of things to sell.
I'm sure there are other people hoarding a specific item, and imagine if that happened.. Those botters that sell 9999 shards at a discounted price could really screw with people trying to compete against them.

I don't see how, As either you'd be selling the entire stack in bulk, or listing a whole stack at a price,
if you had 600 of them and you listed them all then you still wouldn't dominate the market as some guy who's only got 5 or 6 to sell could easily go a few gil under you.
and as evident in many mmos, if someone wants 10 most will still buy 10 from you instead of 6 from that guy and 4 from you, because a single transaction is easier. (unless the guy with 6 is significantly under your price point)
and if you sold all yours as full stacks and other people didn't then you you'd likely find that even if you have the cheapest prices players will scroll down to a more expensive seller that will sell them exactly what they need,
thus if your selling 600 as full stacks only then that guy that only has 5 or 6 could quite probably sell his at a higher price if he allowed people to buy just 1 or 2 from his small stack of 6

Exactly, as the system currently is, people with small stacks can always get sales by the means of a convenient stack size.. If the system you mentioned is implemented, then I would be taking his sales. As a full time crafter, I can monitor the MB a lot closer, and there's more incentive for me to do so, after all I'm selling hundreds of the item totalling millions where as the other guy selling 5 or 10 of the item will not have a very good reason to stay and watch the MB for a measley 10-20k.
Basically, by allowing people with massive inventory to sell in singles conveniently (without sacrificing the retainer sell slots and having to adjust prices on 20 items when undercut etc.) you're making it very convenient for them to take the market share from the small time sellers.

Problem here there is lack of empathy for buyers from sellers, sellers are just interested in their own agenda and their profit margins.
so you will always get those that are vehemently opposed to suggestions like this as it would mean they could no longer take advantage and screw over other players.
