Stuck in "He's Got a Ticket to Ride" Sidequest

It's really picky about the structure. Whatever it tells you to say, say exactly that with capitalization and punctuation, but without the quotes around it. If you do it correctly he will respond to you.

He is very picky, you have to say exactly what is says with the caps and punctuation for it to work. Took me a couple tries to get it myself.

Is he sitting in the table playing with a friend? lol, the map show me he is there, But i did everything and he did answer me nothing lol

You might be talking to the wrong NPC - you need to go down the stairs to airship landing and there is another NPC "bellow" him there. This is quite confusing sometimes and it would be nice if the map / minimap would actually indicates that the quest markers are at levels bellow or above your current location. And as far as I know it's not case sensitive

I found the guy and have been putting in the exact grammar using "say", but nothing at all is happening... Very frustrating

you have to have him targeted then say what it tells you to. exactly how it shows

Hmm I used /say "Hello!" (or whatever is requested) I didn't leave out the airquotes and the exclamation mark (I think it was needed in this 1) and worked fine. And as mentioned before make sure the NPC is targeted.
