The only way to have a really meaningful impact is to get your own team. Start checking who's on your data center after matches and start throwing out invites to a linkshell, as long as people look like they're at least semi-competent. Having a full group that's onboard with a strategy and works together will usually trump a disorganized PUG group, even if the average skill level of the pugs is slightly higher. You can also help the people you meet gear up, learn how to effectively use their pvp skills, and get better. If you're willing to invest $5/month in a mumble server that will help (also useful if you want to actually talk to your FC or other friends you meet).

Alternatively, if you can't put a group together you can probably stick to queuing secure. I've only ever had 24-man secures since the last patch, and with 24-man matches as a single person you can have a much bigger impact on the outcome. There is also a higher variance in who wins as the skill level distribution is over a smaller number of people, so you'll get wins there if you stick with it.
