I see where you're coming from and it is sad that some people are able to abuse the system. The problem with that though is that there is no 'perfect solution' there's always going to be a loophole unless they just instate martial law on the game server.

I wouldn't, however, be concerned about this causing new players to quit. Most will just chalk it up as, "that guy is just a jęrk." what I would be concerned about as far as making new player want to quit is the tremendous level of snobbishness that is rampant in this games community.
