How much of 3.0 will be the expansion? What will players who didn't buy the expansion get with patch 3.0?
When it comes to expansion packs they are basically necessary because patches are additions to the expansion.
When it comes to the original game or older expansions usually what you get is quality of life adjustments, and sometimes new events that don't require the new expansion however, that is uncommon because the developers want to add incentives for people to purchase the expansion.
Things that usually are added into the expansion (Post Release):
1.) New Jobs (Delayed or Planned)
2.) New Areas
3.) New Activities
4.) 75% of all patches during the lifetime of the expansion

Non-expansion owners usually only get the class and system changes, but no new content.
Has any MMO given a class to users who didn't buy the expansion? I've only ever played 2 for a long period of time and one of them only recently started giving races to non expansion owners, not classes.
He meant "Class changes", like mechanical overhauls to existing classes, as they need to keep mechanics uniform across the whole game. I.E. if they said that Dragoon was getting a complete overhaul in how it functions, even non 3.0 owners would have shiny new buttons on their DRG hotbar.
