Fracture does actually generate enmity, it just doesn't have an enmity multiplier. So if you need more enmity, a DoT shouldn't be your go-to button for that. However, when you don't need to gain enmity in your next GCD, Fracture is a DPS increase for WAR (however minor) as long as your TP can afford it. For PLD it's more of an enmity drop, IE when the other tank is provoking you can use Fracture to generate as little enmity as possible in a GCD.

Also @ the whole "tank is easy!" thing: every job in this game is easy, healers are the only jobs that have anything that ever changes when doing a fight again (people randomly take excess damage, people randomly die, etc. etc.). WAR is a bit more versatile due to the active mitigation, but once you know your rotation for the fight then you're golden like every other job. It's really boring when the game forces you to redo the same content again and again to progress, but hopefully that'll change in the expansion since Alexander Hard is meant to be more difficult than Savage SCoB.
