I suspect they're adopting the personal drop system as implemented in the LFR for World of Warcraft. It would be great, and the influence on hastened progression would be minimal due to the 3 month release cycle anyway.
For people who don't know what that system is:
When a boss is downed, everyone in the raid rolls a number. That number is compared to a pre-designated threshold. If you roll higher, you are guaranteed a piece of loot from the drop table of that boss which can be equipped by your current class. If you roll lower, you don't get gear but get some gold.
Personally I think the faster release cycles really need this system, there's little point to delay gear progression with RNG if that gear is becoming obsolete in 3 months time anyway.
