Tanaka did say you be allow to summon them but you have to do a chain of hard quest to unlock there powers. in the story-line we did make a pack with ifrit and he said we not allow to talk to the others.

but who knows what yoshi-p would do i just hope that idea still stay around the dev and go with it.
