Am I doing something wrong as a dragoon or am I just looking at it wrong

important to note that unweathered liberator, while not terrible, is one of the poorest weapons to choose form so replacing it should be a priority once you start really pushing to raise your dps. Ideally you will finish up with a diamond or High allagan lance till you get that coveted longinus or the dreadwyrm spear. but even with liberator you will notice a VAST improvement.

In his case, the 110 liberator will be a massive upgrade for him. Sure the stats on it are garbage (all that skill speed, ugh) but it is by far the best (and easiest to obtain) weapon available to more casual players. The Diamond Spear and HA spear require Extreme Primal and SCoB Completion. Those 2 are normally not done by more casual players. The best weapon available for casual players is the Longinus, but the time commitment required to get that weapon is so high that the Liberator should be his weapon till he gets there.

I did not comment on the difficulty of Shiva EX, just on the fact that most casual players do not do EX primals. Casual players get things like soldiery gear, poetics gear (no weapon until tomestone drop is incorporated into WoD), and zodiac weapons, since these only require content that is easily completed.

Also remember that Shiva EX is locked behind 3 other EX primals, most of which are significantly more difficult than Shiva is. If he plans to be a raider, or to get into a static, then he can consider weapons outside of the casual realm.

haha! ya it is definitely not an awful weapon. Hell, due to REALLY back luck on Shiva EX (50+ clears, no spear drop),I cleared T10 and T11 with the liberator before getting a tomestone for the ironworks spear. It is easy enough to hit 400+ DPS with that weapon.
