What would it consist of specifically? I mean books obviously, but like books just about the lore or history? Would they include some fiction? Maybe they could have creative writing contests and put the winners stories in the library?

To be frank, given the quality of most fans' writing, I have no desire to see user submissions show up in in the game. I'd rather it be purely a lore thing if it happens.
Hence the value in having a competition to filter the quality, rather than picking submissions at random... I would personally love to see what some people could come up with!

I believe there are man who play this game that are talented writers, as with all arts. As was already stated, a contest is more likely going to choose the best and highest quality stories. It is understood though many may love a story while others dislike it. That is the way it is for all the arts, no reason not to value this idea.

Didn't FFXI had the Vana'diel Tribune which was just that? Fan stories (as well as developer ones) and stuff that fleshed out the lore in the game? I'd love something like that to read and pass the time

Funny you mentioned the Tribune, as I'm currently on the 5th chapter of a story I'm writing based on one of those entries. Let's just say a certain San d'Orian General still lives and has somehow found his way to Hydaelyn.
...or did Hydaelyn find him?
