How does SE break a tie on loot rolls?

Sample scenario: healer pants drop off 3rd boss in WoD. Both healers roll a 99. How is this handled? As far as I know, I've never seen my roll change but I've not seen complaints online to the effect of "I rolled a 99 but the other healer got my gear." Is the rolling system not truly random (e.g. it doesn't allow the same number to be rolled twice)? Do they break ties? etc, etc, etc

In all my time in this game, I have never seen a duplicate roll. Thus I'm led to believe that the server runs a check with all the other rolls in the instance, and rolls again if the number was already taken.

I think once its rolled another person cant roll the same number. Ive never heard of any1 rolling same in this game.

It depends on who rolled first. If you didn't win the loot despite the 99, then you rolled a few seconds too late.

I really hope this is true so that there is some small penalty at least for those trying to wait for others to leave before rolling.

I asked on reddit and got this answer as well. I've never seen it, and considering how common it'd be (7% in 8-man content) if it were possible I'm sure I'd have seen it once or twice.

I'm pretty sure you can duplicate rolls, it's happened to me, first one to roll won, don't know if that's how it's decided or if it was coincidence though.

It can still be truly random even if results are not allowed to repeat. Think of it as a draw from a box holding numbers 1~99.

If you roll a 99 then you have the item for sure because there are no duplicate rolls, so anyone who rolls after you cannot get the 99.
