Why are Untradeable Mounts/Minions Lootable by Players that have them?

Since the introduction of primal ponies and CT minions that are untradeable, I've seen no effort by SE to correct this issue that allows players to grief farming parties. We can't roll on items we currently possess in our inventory, so why is it allowed that players can roll, accidentally or intentionally, on untradeable mounts/minions they already own?

Additionally, can a GM chime in as to whether this is considered a TOS violation under harassment?

Just like "early pull" complaints with hunts, it isn't so much a matter of what is on the line, as is what the players intentional actions are. If they're doing it to grief and harass you, then yes, it's reportable. There needs to be proof of such things though. If they hinted at it or outright brag about it (some trolls are that stupid), then you're good to go. I got some stupid troll on my server temp banned for the "early pull" thing, not because of the action itself, but because the idiot was bragging about it and saying he/she will keep doing it just to see the tears.

can there be another intention of someone rolling on a Whistle of a horse they already have? there's absolutely nothing they can do with it other than throw it out.

Does seem like an oversight, you can do nothing with those except nothing, they're generally rare - and we already have the system that stops you from doing this to other items (non-minion/mounts). Would be nice to see this not even be a possibility.

By all means, you should report it then. Multiple reports and offenses serve as evidence for a greater penalty usually.

Mistakes. I've done it with other stuff from time to time, which I'm sure most of us have at least encountered. I hit need/greed on accident just because I might not be paying attention to what it was I clicked and well... habit. Mind you, I think most of us would pay attention to certain items of rarity (like the mounts), but it can happen. Unfortunately, because of that possibility, unless they hint or say they're doing it to harass or it happens repeatedly, there's not much evidence to show that it was for reasons other than a mistake. Feel free to report, just in case this person has been reported multiple times by other people for the same offense (evidence of harassment attempts), but yeah... not much else you can do.

As was said, mistakes. And, unlikely as it is when it comes to Primal mounts, a player may forget that they've already won a given mount and claim a second before realizing their mistake.

And don't discount the fact that there are people who play this game while high or drunk... Kids, don't drink and raid!

Yep. Which is why I implied it's not something you could really report and expect results from. Multiple occurrences, which is likely something any one of us would be unaware of, is something that a GM can determine however. So I mean, if you notice it happening or find it suspicious, then by all means put in a report. Details as to why you believe this is the case help a lot in a report.

I've unintentionally rolled, and won, minions that were untradable but I had forgotten that I even owned. I do wish that they had designed so that you can't win these items a second time. Or, at the very least, put a notation in the information tool-up something along the lines of "You already possess this item."
