Unable to download patch files. [30413] [20496]

Previously, I had the game downloaded directly to my computer, but when I needed to uninstall and reinstall it, I decided to do so from Steam, as I have FFXIV in my library on there. Unfortunately, I've had little progress. I managed to download it, but when I open the launcher and try to install the game, I keep getting that error code after it's installed a certain chunk. I've browsed the internet and done all that has been suggested to the best of my abilities, but nothing works. It should be noted that my internet has been spotty at best these past couple of days; it keeps cutting out after a few minutes. Since I'm keeping myself distracted, I don't know if my internet is cutting out at the same times the installation is failing.
Let's see if I can recall specific things I've tried... Running things as administrator, setting all compatibility to XP, clearing out the patch folder... And dumb persistence. Yet like I said, no results.

Edit: Well, we think we solved the problem with the internet. However, I still can't redownload the game.

Edit 2: After deleting my FFXIv file from the My Games folder under My Documents, I got the game up and running!
