The tells only really started infecting the game when free trials were implemented. If they put in a credit card verification for free trials that would most likely cut down on the RMTs by quite alot. Asking for a credit card can filter out much of the trolling kids, RMT traders, and players who don't intend to stay past a few weeks.
With a subscription model, they could implement a PLEX program much like the one like from EVE.
PLEX(Pilot License Extension) is a in-game item that can be used to extend your subscription time on the game. Players purchase it through say the mog-station and can sell it on the AH or trade it to other people if they wish. It opens a safe avenue for players to acquire cash through SE and other players. People who want to buy in-game cash are not going away. But, a system can be put in place that allows a safe method to satisfy the demand and cut at the RMTs.

Except free trials can't send tells, so that can't be it. Free trials can only send tells to people on their friends' list, so the random friend requests from bots can come from free trials (and probably do), but the tells cannot.

Those SPAM accounts should have a subscription account that can be traced easily. Seems like SE could be making it hard on RMTs very easily, but is not.
