Its not a primal until we see an egi. Come on SE, make it happen.

By that logic, Ramuh and Leviathan aren't primals either.

King Mog egi would be adorable, it would basically be a moogle minion with a crown. There's one way to rework SMN!
By that note, I don't believe Shiva is either considering Shiva's origin is identical in a "Legend Made Flesh" kind of way.
Primals are simply (On a physical level at least) Aethyric constructs formed through the gathering of concentrated Aethyr (Crystals) and the energy being remade through the belief/worship/wish of the summoner(s) into the form of the being that was being called upon.
Now as for their personalities and what not, the origin of their spirits is the entirely Unknown part. Rahmu him self seems to have implied that he has existed from the very beginning all the way at the start of The Divine Era which would have been long before there were any worshipers to summon him.
Thus the eternal question, What exactly IS a Primal?

Perhaps it is that they are a constructed spirit, formed from the beliefs of their worshipers, and fueled by the aether gathered. Some are less constructed, like Shiva who was a historical person, and others more recently constructed, like Moogle Mog who seemed to be very much just precisely what the moogles imagined him to be. The aether they are fed allows them to stay whole in the aetherial realm and not get mixed and recycled like the average joe, which would explain how they keep their memories between summonings, and in the case of mortals being brought back as gods, they simply recoalesce as their individual self from the sea of aether.

King Mog is a "Belief Manifestation".. To coin a plot from the real Ghostbusters: "Egon brought up the fact they are fictional characters and never existed, making it impossible for them to manifest as ghosts.... <snip> Egon and Ray soon concluded this was a case of belief made manifest." Basically the plot revolved around Sherlock Holmes, Dr. Watson and Prof. Moriarty manifesting as acorprial beings (ghosts) despite never being real people. So to summarize, because enough people believed they were real over a long enough period of time. Eventually the psychic energy would accumulate to a point where they would manifest as real beings. This also suggests that if everyone were to stop believing in them they would cease to exist any further. That's what I believe King Mog is in relation to Primals (entities). But to each their own.
