You can use the item itself anywhere. It will give you a message along the lines of "You can now place a retainer in your yard." After that, it works just like outdoor furniture.*

There are also a couple new pieces of outdoor furniture to go with your retainer to make it look official-ish. My FC uses the retainer counter as a bar. ^^

* It should anyways. I placed one when they were first available and quickly removed it due to the creepy factor. XD I'm just going by flimsy memory. I do know it was very intuitive once you start to place the retainer.
