So this was a response to this issue by the Head GM a few months ago:

Previously, investigations into titles was escalated, which left the investigation into the old 1.0 data in a queue that was impacted by the priority of other tasks that needed to be handled by the group with access to them. I understand this could be frustrating, since the titles are important to many people and show evidence of the hard work that was done during 1.0. If you feel that you are missing titles from 1.0, even if you have previously submitted a bug report or GM call about the issue, please do contact us again, and we will reopen the investigation with the better process we now have. However, as was originally mentioned, this will only show us data for titles that were saved to the character data, which was a different process during 1.0 than it is during 2.0. If the NPC was not spoken to, we may not be able to restore the title, since we may not have the data to support the restoration.

I hope this helps people who have been waiting on these restores, and I do apologize for delays in investigation. Some of those delays have been quite lengthy, and we are trying to catch up on them now. But you don't have to wait for that if you submit a GM Call to look into it again. Thank you for your patience during this process.

That said I did file another report in game after this post and never got a reply. Some people who posted in that thread, however, did get results.
