Kind of surprised no one mentioned the tanks that mark a target but still can't hold aggro on target 1 even with a generous head start. Some DPS may try to rotate targets until they lose aggro on the first target. While for others they may just be trying to keep rotation buffs. Which may leave them with the choice of gaining aggro losing buffs or not attacking. Also forgot to mention when they won't pull off a healer.
