Well, lore wise, they aren't irrelevant . Storywise yes.

They are all the main characters in the city states and all the guild masters. I love on Limsa Lominsa side they have the *actual* guildmaster behind the girl that you receive your quests from XD.

This is one of my favorite art pieces from the game. I love seeing how many characters I can recognize individually before the game loads. ^^

Both pirate captains don't really have much story in ARR, but they were a fair part of the initial 1.0 Limsa Story and as such they are established characters in Limsa.

Papashan is in part of the early story quests in ARR, though I can't recall if it's particular to players starting in Uldah or if it was a quest available for everyone. Being that I remember him and I started in Limsa, I think it was something everyone could experience.

If you blasted through quests and cutscenes then you likely missed his importance, but yeah, he's actually pretty important in Uldah.

Hmm, that might be it. I did the some of the closed beta with an Uldah character so I didn't spoil the Limsa story for when Open Beta started. Though I believe he also has a side quest anyone can do, where he gives you food to deliver to his underlings that are stationed at posts.
