Cannot recieve FNM Leves

In-Game Time: All the time
Steps:
1. Received enough Guild points for the FNM leve.
2. Received rank high enough to receive the FNM leve.
3. Did the prerequisites in order to receive the leve.

For some odd reason I cannot receive the leve in order to start collecting the Runes. I would really like to do these leves.

Please help.
