I really don't like this idea, it would unfairly target those whom have unexpected absences or give further reason for those whom have not to return to the game. I think rather than punish players whom bought into the housing system early, they should make an alternate housing zone that is purely an instance of an individual house for all players to have access to. It wouldn't matter that way if people can't log on for a while then and will do away with this nonsense of the neighborhood limitations.

I've always been an advocate of the personal instanced housing solution, even if it was a cheaper version with less functionality (like an apartment, more than an inn room but less than a small house, maybe allows pot plants for gardening).

With instanced housing, after a couple of weeks of inactivity, the house could be archived. To get it back you'd have to go and talk to an NPC and maybe wait 24 Earth hours but that'd be about it. You'd still have your place and everything within, but while it wasn't being used it would place almost 0 strain on the running services of the game. It also wouldn't be persistent when you weren't there so that'd be a big boon too.

Why they insisted on such a rigid system as neighbourhoods for everything other than inn rooms and personal rooms is beyond me...
