Ps3 limitations.

No capes! D: I play(ed) SWTOR and they just love sticking capes (and other useless ugly bits, but I digress) on perfectly good armor and ruining it.The capes clip horribly with mounts and a lot of weapons and hair and, well, pretty much everything, plus the physics tend to be kind of funky. Not to mention that capes, unless done very tastefully, tend to make the wearer look like a super hero wannabe.
Cloaks, though, I think would be kind of neat. Still, any flowy long thing tacked on back with that much clipping potential I wouldn't want to see unless it was a hide-able back slot item.
Just my 2 gil.

The animations of the Veil of Passion show that SE has clearly the technologies to implement capes and have them not clip with armor, tails or hair too horribly. However, the fact that the long veil is limited to just the inside of the church leads me to think that it's again something bashing against the character data capacity wall.
Meh, maybe once we get an hardware upgrade? :/ The FFI Warrior of Light's armor does feel off without the cape.
Capes usually look pretty lame in most games I've seen them in, I'd rather have no capes than lame capes.

id rather have ornamental wings for fashion instead wings look better lol

Yes. But only because I would look freaking incredible in a heavy fur lined one.
Just this one.... please. Let me dye it..... let me /visor the hood..... I'll do anything...

This is sort of the reason. The primary issue with capes, as stated by SE, is that the amount of processing they would require in the open world exceeds that of what the Playstation 3 can handle. They said they had a working architecture FOR capes (limited physics of course, otherwise it's nothing but clipping), but as long as PS3 is a thing we will never see it.
On a side note, the graphics for capes already exist in game, they are just hidden until SE can find a way to work around PS3's limitation. If you equip Odin's suit (the single-piece from FATE) and hover a mouse pointer around the back of it, you can see it actually allows you to target your character even though you're really not focused on anything. This tells me that Odin's mantle IS on the armor, but the game simply doesn't render it (probably due to the limits I stated above).

I am always in support for more options so sure ,why not capes.
Also...time for a few high heeled shoes and boots for the ladies (enough of the tacky flip flops) SE
