Well, the thing about "primals" is that they're manifestations of their beast tribe's element, born with the summoner's will/cause/motive. At least, that's where I believe the primal's personality is based. Aether to make the body, prayer to give it spirit/purpose.

Small aside; Alexander is a manifestation of the Goblins, correct? So, to which element are the Goblins aligned? I'd circle G) None of the above. That established, Alexander is not a "primal" because he's not 'of an element'. The being possessing the machine the Goblins built/found/reclaimed is just an aetherial manifestation, like King Moggle Mog.

So, what could be causing the Goblins such grief? What mentality is the summoning party exhibiting; offensive, defensive or do they just want to see the world burn? Answer those questions and you'll have a pretty good idea of Alexander's personality and intention.

Unfortunately, we have nary a clue as to what the Goblins will be going through in the expansion, but try speculating more on their situation rather than directly stabbing at Alexander itself.

I'm leery of using gameplay to figure out a lore timeline. The Sahagin dailies and the leviathan fight were both added in patch 2.2, which I think suggests that they would be happening side by side to each other in time, despite what order you actually do them in as a player.

In the main scenario quest "The Gift of Eternity," though, Y'shtola observes that the Sahagin "have made thralls of soldiers and civilians both," before Leviathan is summoned. Wouldn't that suggest the Sahagin have a way to "drown" people without Leviathan's direct intervention?

It's possible, but the events of patch 2.2 were not the first time Leviathan has been summoned in Eorzea, only one of the latest. So all of the drowned that you encounter could still have been drowned by the primal personally.

In Final Fantasy 8, Alexander was simply a giant mecha that shot rockets or whatever, I don't remember. My point is that there is poetic license (in this instance, Artistic license). Things change, but the spirit of them can be interpreted by a newer generation. You can't have everything stay the same. If that were the case, you'd probably be better off playing FFIX with multiplayer and updated visuals. But I digress. Let us see what they have planned. I doubt they intend to sully the source material.

In FFVIII Alexander's attacks inflicted holy aspected damage, even his card had a holy element.

I get what you're saying though, the reoccurring elements are reinterpreted every game to some extent or another. But Being of a holy element and being mechanical I think are Alexander's two defining features. To change one would be like making chocobos large, yellow, rideable lizards and not birds. It could probably be done, but it would be a hard sell.

I know Summoner hasn't gotten any new avatars yet. However in XI Alexander did summon smaller variants of itself during one of the fights, "Alexander Image". Despite this fact they never got this as a summon (LB doesn't count as a pet). If Alexander is a raid like coil it seems unlikely well ever fight it directly like how Bahamut is just to damn big to fight even if it were whole. Does the idea of mini versions of "it" within the raid seem likely? Or am I just hoping they expand the primals Summoner can use in 3.0 and add it to the list?

They could always pull an Alexander Prime.

Just like what they did with Bahamut Prime for T13.

That would be an easy (and logical) way to handle him.

Another thing to not too is that just because something is the Holy element doesn't mean it has to be on our side, just like being Darkness doesn't mean it has to be opposed to us. Its actually kinda funny to think of now, we get Dark Knight as a playable job at the same time the Holy Primal appears.
