In game Conversation with a Bot Owner

After reporting a bot in Grid, I sent a /tell to a nearby real player to let him know that
I had reported the nearby gathering bot. I learned that this real player is a bot owner.

I omitted the other player's character name and substituted "Bot Owner."

Conversation went somewhat like this:

Bot Owner: You need to realize that reporting a bot will get you 3 day suspension for harassment.
Me: The bot was moving with the afk flag displayed,
Bot Owner: That's the only exception.
Bot Owner: What if I told you how you can gather 1800 shards per hour?
Me: I'm not interested.
Bot Owner: How much Gil do you have?
Me: You don't need to know
Bot Owner: What if I told you, you could earn over X million gil per week?
Me: My gil currency remains legitimate.
Bot Owner: What if I told you the names of players in your FC who operate bots?
Bot Owner: What if I told you I have bots running right now?

I declined his friend req.
I fail to understand why "reporting a bot" would be "harassment."
