hmmmm outside of the t13 type fights i don't see it being used at all and inside t13 i don't see it being useful enough since you'd be singing during those fights anyways even if we had this lb.
If I had to guess... Maybe it's because the only buff that BLMs/SMNs can get that increases their spell dmg is Raging Strikes from ARC? Meanwhile, all other DPS have access to at least two or more dmg buffs (Blood for Blood, Internal Release, Raging Strikes, Hawk's Eye, Barrage for BRDs, combos for MNK).
I am pretty sure I read somewhere the new bard personal LB is going to be a DPS LB not a support one.
To be more precise, they said they are looking into giving brd and drg new limit breaks, and that sometime in 3.0 they will be giving every job their own unique limit break ANIMATION.Yoshi-P already confirmed in a Live Letter that BRD's LB is changing in the future. He didn't say to what, but it IS changing.
I believe the eventual plan is that every job will get it's own unique LB.

Bards will be getting a new LB in Heavensward.
That said, LBs are still going to be shared by role. The new job-specific LBs are cosmetic only, they will still have the same effect (and only a couple of them are actually going to be introduced in 3.0, with the others added over time). The only reason bards are getting a totally new one is likely because Machinist will need a unique ranged physical LB as well so bards will share with them. Any hopes of some Bard-specific LB won't be happening; it'll be a DPS LB of some kind shared with Machinist.
They'd probably just turn it into some kind of healing song. Same effect, just different visuals. They had a perfect opportunity to give Bard something new and unique in Frontlines with the adrenaline meter, and they STILL gave them a redundant healing skill. Just... don't expect miracles. We all want it, but SE are keen to tease us instead.
Still think every Job should get two Limit Breaks just to make things more dynamic. White Mage can do Healer or Mage Limit Break, Scholar Healer or Tank. Paladin Tank and Healer, Warrior Tank and Melee. etc. etc.
