None wants to sit 3h and do nothing. This is quit obvious. What i don't get is why a lot of people think HNM's = 3h waiting, bot claiming, monopolizing?
There are soo many reasons to address these matters.
A combination of random pop location (could be bigger distances between them) and certain triggering conditions, which can be effected by palyers actions for example.

To get specific:
The HNM can pop in 5 locations, far from each other, but if you visit one certain temple or whatever, you can get the location where he is going to pop next.
The HNM also only appears on a certain hour and only if it is raining. Now the party has to visit multiple locations to summon this HNM without these conditions being met. 4 are trying to reach these locations and 4 are waiting for the NM to pop. Autoclaim could be a way to go against people who are going to exploit the system. Then again they need to know one of the 5 locations.


What I don't like is instanced stuff. Instanced stuff offers some benefits for the gameplay but they take a lot of the roll playing experience. I like it, hearing of an fearsome HNM and seeing it per coincident while exploring or travelling.
I like these things to be a real part of the world.
