pugilists in guildheists

Hello new to game, its my first MMO and its great. When I enter guildheists as a pugilists the style switch feature does not seem to function correctly. After bootshine is used, raptor style pops up yet none of the raptor attacks are accessible. This also happens in FATES occasionally, with only some attacks not being available in styles. Specific example of the FATE issue is in Hammerlea, the Doomed FATE with the Giant Toad: after bootshine is activated and raptor style pops up True Strike is available but Twin Snakes was not available and this persisted through the whole FATE. Has anyone else experienced these issues?

You're being level sync'd in those situations and are unable to access skills above the level you got lowered down to for the event of the guildhest/fate.
